The Fall Prevention Plan (FPP) is a site-specific plan prepared by a competent person for the purpose of reducing or eliminating the risk of falls by ensuring that all reasonable fall prevention measures and methods have been implemented, prior to the commencement of work.

Implementing a FPP

1. Referencing the Code of Practice
The Code of Practice (CoP) for Working Safely at Heght provides practical guidance on the measures and good practices required to prevent persons from falling while working at height. The guidance provided includes how to develop and implement a FPP.


2. Work at Heights Course for Supervisors
The "WAH Course for Supervisors", is aimed at tackling unsafe work at height practices on the ground, starting with the supervisors. Supervisors play a critical role to reduce work at height risks  as they are directly responsible for many workers on the ground and can make the most immediate impact to how work is carried out.

Comprising of both the theoretical and practical aspects, the-2 day course will bring supervisors through a wide range of topics. These range from fall prevention system to equipment to Risk Assessment to Safe Work Procedures as well as incident investigations and emergency planning. This course will also help line supervisors implement FPP on site.

MOM has accredited training providers to conduct this  WAH course.

Recommendations by National Work At Heights Taskforce
The National Work at Heights Safety Taskforce was formed to address the concern of falls from heights (FFH) at workplaces. The taskforce is led by Mr Wong Weng Sun, President and CEO, Sembcorp Marine Ltd, with members from various stakeholder groups, including the government, industry and suppliers. It aims to take a more concerted effort to involve all stakeholders to bring the numbers of fatal falls at work down further.


The National Work at Heights Safety Taskforce made three key recommendations in its Safety Analysis Review of Work at Height.

Recommendation 1 – Building Strong Capabilities
Implement Fall Prevention Plan.
Provide Practical Assistance.
Develop National Competency.

Recommendation 2 – Promoting the Benefits of WAH Safety
Outreach and Education.
Certification and Recognition
Information Dissemination and Hazards Communication.

Recommendation 3 –  Enhancing the Intervention Framework WAH
Strategic Intervention.
Legislation Review (WAH Regulations) and Extending Enforcement Reach.
